"The board shall adopt rules and regulations, not inconsistent with law, for the governing and operation of the library system. The libraries within the library system shall be free to the use of the inhabitants of the county, subject to the rules and regulations adopted by the board. The board may exclude from the use of the library system any and all persons who wilfully violate such rules and regulations. The board may extend the privileges and use of the libraries within the library system to persons residing outside of the county upon such terms and conditions as it may proscribe by its rules and regulations."
